Seem to be Russian manifestations of the stereotypical German "Rolling Monument" syndrome...with even less favorable outcomes.
The T100 in particular seems to be poorly conceived in that, for that weight penalty, I'd have thought one very capable and large tank main gun would be better than two smaller ones, but I guess they came to the same conclusion...

As I recall, the French had the Char 2C and the British had the Vickers Independent & A9/Mk I Cruiser but the Russians pulled it off a bit more elegantly with their multi-turret prototypes (the T-28 & T-35 were pretty slab-sided...)
